Authorized by the local regulations, Shanghai Energy Conservation Supervision Center (SECSC) is the first non-profit energy conservation administrative organization in China. It is affiliated to Shanghai Economic Commission.

　　Since its transformation from Shanghai energy conservation technology service center to the SECSC, it has been actively carrying out energy conservation supervision work up to standard, guided by the principles of honesty, high efficiency, openness and fairness, which has made great contribution to the improvement of Shanghai's energy efficiency, economic profits and environmental protection. It also plays an indispensable role in the formation of closed management system for energy conservation legislation, legal energy utilization and legal supervision.

　　SECSC takes an active part in the dissemination of energy conservation information, good case studies, technological consultation and energy conservation popularization and training, etc. It has been given the title of the advanced unit of energy conservation in Shanghai and in China.
